Initially established as a supporting body for the Department of Environment and Natural Resources in 1987, the Philippine Environmental Management Bureau (EMB) became a line bureau and independent enforcement authority on June 23, 1999 by virtue of Republic Act 8749 otherwise known as “The Clean Air Act”. It is the national authority responsible for pollution prevention and control, and environmental impact assessment.
EMB is guided by the vision of a nation empowered to protect its finite natural resources in pursuit of sustainable development, to ensure a healthy environment that enhances the Filipino quality of life for present and future generations. Its mission is to restore, protect, and enhance environmental quality toward good public health, environmental integrity, and economic viability.
EMB is the national authority in the Philippines that sets air and water quality standards and monitors ambient and point source pollutants. It manages hazardous and toxic wastes under the Toxic Substances, Hazardous, and Nuclear Waste Control Act and implements the Philippine Environmental Impact Assessment (EIA) system.
To promote compliance with environmental standards, EMB has innovated an approach to engage industry and environmental agencies in voluntary self-regulation. Under the Philippine Environmental Partnership Program, the EMB provides a suite of technical and regulatory assistance as an incentive for industry to explore and implement cost-effective and sustainable pollution management strategies.
EMB has also made public participation and transparency key elements of its EIA system, involving affected communities and stakeholders at various stages of project developments to ensure safe, smart, and sustainable development.
EMB operates offices at the central and regional levels throughout the Philippines.
In January 2000, the EMB Region XI formally ran as a line bureau with Engr. Bienvenido L. Lipayon designated as the first Regional Director. Engr. Lipayon (Jan. 2000 to Nov. 2001) was succeeded by Engr. Gregorio T. Estrada (Nov. 2001 to March 2005), Engr. Metodio U. Turbella (March 2005 to Feb. 2012), Forester Ruth M. Tawantawan (Feb. 2012 to Oct. 2012), Engr. Ester A. Olavides (October 2012 to June 2014), Atty. Diego B. Escaño, Jr. (June 10, 2014, to Sept. 15, 2014), Engr. Metodio U. Turbella (September 16, 2014 to August 23, 2017), Engr. Nestor V. Patnugot (August 29, 2017 to July 6, 2018), Maria Dolores R. Batoctoy (July 9, 2018 to January 10, 2019), Wilson L. Trajeco, PME, Ph.D (January 11, 2019 to September 2, 2019, and Dr. Sophie T. Manuel, CESO V, who is now the present Regional Director.
